The project is planned and designed by JJP Architects & Planners, with construction undertaken by Chun Yuan Construction Co., Ltd., a subsidiary of the listed company Chun Yuan Steel Industry Co., Ltd. Chun Yuan Construction has extensive experience and professional expertise, having undertaken numerous major public works projects both domestically and internationally. Upon completion, the two new buildings will be integrated with the already operational Advanced Research and Development Center, shaping the overall landscape of Taiwan Tech’s approximately seven-hectare Hsinchu Campus and establishing it as an important base for technological education and practical application.

Hsinchu is a major hub of Taiwan’s technology industry, bringing together strengths in semiconductors, high-tech manufacturing, and innovative research and development, and serving as a key engine of technological advancement. To strengthen multi-campus development, Taiwan Tech has actively collaborated with local governments to promote campus construction and industry–academia deployment at its Hsinchu Campus. This project not only responds to the University’s mid- and long-term institutional development needs but also aligns with Hsinchu County’s overall strategy for smart technologies, advanced manufacturing, and high-tech industrial clusters, demonstrating concrete outcomes of joint efforts between universities and local governments to build innovation hubs.

Despite challenges such as the impact of the COVID-19 pandemic, labor shortages, and rising construction costs, Taiwan Tech has remained committed to its development blueprint for the Hsinchu Campus. Through continuous coordination with central and local governments as well as industry partners, the University has demonstrated determination and resilience in advancing construction and local development. NTUST President Jia-Yush Yen noted that the construction of the International College Building and the Advanced Industry–Academia Center represents a major milestone in Taiwan Tech’s institutional development. He added that Taiwan Tech has long maintained close collaboration with numerous companies in Hsinchu, particularly in the field of semiconductor equipment, and plans to establish a semiconductor equipment R&D base at the Hsinchu Campus. This base will provide environments for hands-on student training, laboratory testing, and research on new materials. At the same time, semiconductor-related companies are in discussions with the University to establish joint R&D centers, introducing industry-aligned knowledge content and teaching models to strengthen the two-way linkage between talent cultivation and industry needs.

Hsinchu County Magistrate Yang Wen-Ke expressed that he has long looked forward to the International College Building and the Advanced Industry–Academia Center at Taiwan Tech. He noted that the facilities will not only foster closer collaboration among industry, government, academia, and research sectors, but will also contribute to the cultivation of local and international students. The depth and scope of industry–academia collaboration are expected to be comprehensively upgraded, further promoting the development of Hsinchu’s high-tech cluster. The Advanced Industry–Academia Center is planned as a two-story above-ground building with one basement level, housing laboratories, conference rooms, and research spaces. It is expected to accommodate forward-looking research centers and industry–academia units, expanding collaborative capacity, accelerating the translation of research outcomes into industrial applications, and continuing to play a pivotal role in key technologies.

Hsinchu County Magistrate Yang Wen-Ke stated that he has long anticipated the completion of Taiwan Tech’s International College Building and Advanced Industry–Academia Center, which are expected to enhance collaboration and further advance the development of Hsinchu’s high-tech cluster.

The International College Building is planned as a six-story above-ground structure with one basement level, totalling approximately 10,000 square meters. Facilities include dining areas, classrooms, reading rooms, offices, and accommodation for approximately 500 faculty members and students. The building is designed as a shared living and learning space for local and international students, cultivating professionals with global perspectives and strong cross-cultural communication skills.

The overall campus adopts an open design with separated pedestrian and vehicle circulation. Located at the campus core, the International College Building and the Advanced Industry–Academia Center jointly frame a central axial plaza inspired by the hex wrench motif of Taiwan Tech’s emblem. Open corner plazas are also planned at both ends along County Government Road No. 9, integrated with landscaped green belts to provide recreational spaces for nearby residents, embodying the concept of campus–community integration and shared local prosperity.

With construction officially underway, the development blueprint of Taiwan Tech’s Hsinchu Campus is gradually being realized. Looking ahead, Taiwan Tech will continue to work closely with local governments and industry partners through strong tripartite collaboration among academia, industry, and government. These efforts aim to advance the cultivation of high-level technical talent, co-creation between academia and industry, and regional prosperity, creating win–win outcomes for Hsinchu’s technology industry and the future of higher education in Taiwan.
